HWW is a democratic umbrella organization offering three different forms of membership:
 
*  Full-membership
*  Candidate membership
*  Associated membership
 
All full-members having one vote each decide on the general assembly the general outlines of performance and elect the executive board, the board of supervisory directors and the account commission. Candidate and associated members have defined rights in the general assembly.
